February 12, 2013 1) New push is on to give 200,000 Reserve retirees veteran status By :Tom Philpott – Stars and Stripes: February 7, 2013 Lt. Cmdr. Jack Townsend, a Navy Reserve retiree in Richmond, Va., first became aware a decade ago that he wasn’t considered a military “veteran” under federal law. It’s been bothering him ever since. Townsend was applying for a job when asked for a copy of his DD Form 214, “Certificate of Release or Discharge from Active Duty,” to prove veteran status. Townsend, who had earned his reserve commission through the U.S. Merchant Marine Academy, didn’t have a DD 214 because he never had served under active duty orders. He did have his Navy Reserve retirement letter to verify 24 years of service. But employers are schooled to ask for the DD 214, proof from a job seeker of veteran status for completing a period of active duty service. I already have $400,000 of SGLI…. All members of the military are eligible for Servicemembers’ Group Life Insurance (SGLI) and can select coverage amounts between $50,000 and $400,000. It is part of a servicemember’s employee benefit package, and is paid to the beneficiaries after the loss of the servicemember. However, this policy requires proof that an insured member has passed away, forms to be filed in advance of the payment, and evidence that the servicemember was insured, etc. This process typically takes several weeks to more than a month before the beneficiary receives the funds from the policy. Where SGLI falls short is in the time gap between the date of loss and the funeral. Well before the funds are available from SGLI, your family needs to make funeral arrangements and cover the burial costs. This is where the State Sponsored Life Insurance program comes in. All it takes for SSLI to deliver your survivor’s a check is notification from the National Guard that a servicemember has passed, and they will get a check in the hands of your family immediately. In this case, the SSLI coverage may not seem necessary for you, you may just choose to get the minimum $10,000 amount of coverage to lessen the burden left to your family, but also keep in mind your coverage can be retained after leaving the Guard, to age 65, with the same coverage and premium; coverage can then be converted after age 65 to [...]

Please familiarize yourself with the QRMC (link attached). This is the document that recommends “one for one”. There are several other provisions that are desirable to the Guard. While you are still encouraged to write your congressman as requested below, the board decided last night that we will reserve forming a hard line position on the “one for one” issue for now. While we want to illustrate to the membership that NGAUS/NGAKS is concerned about the proposal, we do not want to “throw the baby out with the bath water”. If you carefully read the proposal, it is quite likely that in the end, for many folks, it would be a zero sum game. The proposal calls for incentive pay programs to augment drill pay and more importantly, lays out a retirement plan that would allow Guardsmen to draw retirement 30 years after initial entry into service, once 20 qualifying years have been completed. For example, a member who joined at age 18 could retire and immediately draw a check at age 48. While the monthly check would be lower than the current system, this member would draw for 12 years longer than under the previous system. Read the report and form your own opinion.
